Joyce E. Watterman has been married for over 40 years and has 3 children and 3 grandchildren. She is a graduate from Somerset Christian College (Pillar College) with a BA in Organizational Leadership and an AA in Biblical Studies. Joyce was elected into political office in 2013 and became the first African American woman Council President in 2020.
